Malcolm Shield of C40 Cities Climate Leadership Group provides an overview of the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC). The GPC requires cities to measure and disclose a comprehensive inventory of GHG emissions and to total these emissions using two distinct but complementary approaches. One captures emissions from both production and consumption activities taking place within the city boundary, including some emissions released outside the city boundary. The other categorises all emissions into "scopes", depending on where they physically occur. This 90-minute webinar introduces participants to the World Resources Institute's (WRI) two GHG Protocol Mitigation Accounting Standards. The Policy and Action Standard allows users to estimate GHG effects from specific policies and actions, including NAMAs) (e.g., vehicle fuel efficiency standards, feed-in tariffs, energy efficiency incentives, emission trading programs, waste management programs, etc). The Mitigation Goals Standard supports users to track progress toward national and sub-national GHG reduction goals (e.g., absolute goals, emissions-intensity goals, deviations from a baseline, and carbon neutrality). The experience of Chile is also be presented, followed by a Q&A session. (note: video visuals begin at 1:53) Speakers: David Rich is a Senior Associate at the World Resources Institute. His focus is on MRV and the development of greenhouse gas accounting and reporting standards through the Greenhouse Gas Protocol, primarily for policies and actions, mitigation goals, and company and facility-level emissions reporting. Meike Sophie Siemens studied agricutural engineering at the Pontificia Universidad Católica en Santiago de Chile with a specialization in agricultural economics. Her thesis was on a Chilean product case study of quantification of the water footprint, period during which she worked for the Chilean consulting company Greensolutions. Since September 2012, she is working at the Climate Change Office from the Chilean Ministry of Environment as the Low Emission Capacity Building Project Coordinator. Since September 2013, a pilot testing process of both the Policy and Action Standard and the Mitigation Goals Standard was initiated through the Climate Change Office, which M. Sophie was coordinating, together with the Ministry of Energy and external consultants.

The GHG Protocol has begun a process to develop power accounting guidelines that will provide an international framework establishing principles and practices for the use of contractual energy purchasing mechanisms in scope 2 corporate inventories. Some of these mechanisms include supplier-specific renewable energy products / labels, direct contracts with generators, or purchasing tracking certificates. The guidelines specify policy-neutral criteria and procedures necessary for clear and consistent accounting, addressing the unique policy variations in different countries or regions. It is used inter alia by nation states, corporations, individuals – to create the carbon credit commodity traded on carbon markets (or to establish the demand for carbon credits). Correspondingly, examples for products based upon forms of carbon accounting can be found in national inventories, corporate environmental reports or carbon footprint calculators. Likening sustainability measurement, as an instance of ecological modernisation discourses and policy, carbon accounting is hoped to provide a factual ground for carbon-related decision-making. However, social scientific studies of accounting challenge this hope, pointing to the socially constructed character of carbon conversion factors or of the accountants' work practice which cannot implement abstract accounting schemes into reality. While natural sciences claim to know and measure carbon, for organisations it is usually easier to employ forms of carbon accounting to represent carbon. The trustworthiness of accounts of carbon emissions can easily be contested. Thus, how well carbon accounting represents carbon is difficult to exactly know. Science and Technology Studies scholar Donna Haraway's pluralised concept of knowledge, i.e. knowledges, can well be used to understand better the status of knowledge produced by carbon accounting: carbon accounting produced a version of understanding of carbon emissions. Other carbon accountants would produce other results. Carbon accounting can be used as part of sustainability accounting by for-profit and non-profit organisations. A corporate or organisational "carbon" or greenhouse gas (GHG) emissions assessment promises to quantify the greenhouse gases produced directly and indirectly from a business or organisation's activities within a set of boundaries. Also known as a carbon footprint, it is a business tool that constructs information that may (or may not) be useful for understanding and managing climate change impacts. The drivers for corporate carbon accounting include mandatory GHG reporting in directors' reports, investment due diligence, shareholder and stakeholder communication, staff engagement, green messaging, and tender requirements for business and government contracts. Accounting for greenhouse gas emissions is increasingly framed as a standard requirement for business. As of June 2011, 60% of UK FTSE 100 companies had published environmental targets, with 53% of these 240+ targets relating to carbon, greenhouse gas emissions or energy reductions (representing 59% of the FTSE 100). In June 2012, the UK coalition government announced the introduction of mandatory carbon reporting, requiring around 1,100 of the UK's largest listed companies to report their greenhouse gas emissions every year. Deputy Prime Minister Nick Clegg confirmed that emission reporting rules would come into effect from April 2013 in his piece for The Guardian.

The great news is that the new WRI guidance on Scope 2 emissions provides a clear methodology that not only allows you to effectively report on CO₂ emissions from Scope 2 sources such as electricity, but also allows a much greater level of granularity than before.

A fuel efficient tire, for example, reduces greenhouse gas (GHG) emissions when driving a car. Such emission reductions are also called "avoided emissions". Despite the opportunities, companies face challenges when introducing their innovative products to the market. The International Council of Chemical Associations and World Business Council for Sustainable Development commissioned Ecofys to write guidelines for accounting for and reporting greenhouse gas emissions avoided along the value chain of chemical products. The guidelines provide a global standard methodology and are a worldwide example on how to calculate and communicate the GHG benefits of products.

SAT-S is a useful, free, quick and easy-to-use tool to calculate the carbon footprint of ICT services. It is a practical tool for ICT-intensive organisations to position their ICT services footprint. Silvana is the driver behind the development of useful digital tools and services for smaller companies, in several ICT areas, such as energy efficiency, and especially useful for helping novices make their ICT more sustainable. The final version of SAT-S is planned for June 2017.
