Mobile applications are designed to run specifically on smartphone devices and hence they must be built with extremely minimal, semantic HTML that is optimized for mobile connections. Mobile applications developed with Oracle Application Express are browser-based applications that run inside the browser on the mobile device. Therefore, these applications must have a connection in order to communicate with the Oracle Database and cannot operate in a disconnected environment. Mobile devices that have HTML5 capabilities can utilize all of the capabilities that can be built into the applications, including HTML5 date-pickers, sub-types that display different keypads based on field definition, and so. Older devices will still render the application they will offer less advanced features. The major advantage of developing browser-based applications is that you only need to develop them once for the majority of mobile devices. To support mobile application development, Oracle Application Express incorporates jQuery Mobile. jQuery Mobile-based web pages use a lightweight framework that enables you to create compact and minimalistic web sites that include only a few images and CSS files. Using jQuery Mobile, these applications can run on the following mobile operating systems: iOS, Android, Blackberry, and Windows Mobile.

Oracle APEX is a great user friendly platform for development of robust web apps. Having a local setup is a good way to develop APEX apps and have them ready to just be imported to a production environment The video is meant for people new to installing these technologies. It should not be applied to production environments as I've taken steps to simplify things that have a negative effect on security, such as turning off the firewall and disabling selinux. I used VMware as it was available to me, however, same concepts should apply to using Oracle virtual box. It's just slightly trickier to get the networking sorted on vbox.
